Community Engagement

🎯 Learning Outcomes

  • Understand the 5 levels of participation based on the IAP2 Spectrum
  • Identify where their current project sits on the engagement spectrum
  • Recognize how real social enterprises apply participatory practices
  • Reflect on the power dynamics in their own work
  • Develop first steps toward deeper community involvement or empowerment

1. 🧠 Understand – What Is Community Participation?

Community engagement isn’t just a checkbox — it’s a continuum of involvement. The IAP2 spectrum helps us understand different levels of participation, from simply informing people to fully empowering them.

LevelWhat it Means
InformWe tell the community what we’re doing
ConsultWe ask for feedback but keep control
InvolveWe ask people to shape what we do
CollaborateWe share decision-making power
EmpowerThe community leads — we support

“The more power we give away, the more trust and ownership we build.”

2. 🎯 Engage – Where Are You Now?

Think of a project you’re part of. How would you describe your current level of participation?

💡 You can be in different levels at once — for different groups or phases.

3. 🧩 Explore – Real-World Examples

✓ Social Enterprises using the spectrum:

CollaborateShare decision-makingReDI School (Germany) — refugees co-design programs.
EmpowerLet community leadLa Louve (France) — a member-run supermarket with full decision control.
  • What made this example powerful?
  • How do they build trust through participation?

✨ You can turn users into co-creators — if you design space for them.

5. ✍️ Reflect

  • Where do I over-control things that users could co-create?
  • What’s a small power shift I could make this month?
  • Where might “empowerment” feel risky — and why?
